A critical analysis by Naij.com shows that Nigerians who hold dual nationality will be affected if their other passport is from Syria, Iraq, Iran, Sudan, Libya, Somalia and Yemen — the seven Muslim-majority countries “of concern”.

Nigeria currently only issues one-year multiple-entry visa to Americans, which is a non-reciprocation of the two-year visa the country issues to Nigerians.

Section 9 of the Executive Order states: “The Secretary of State shall review all nonimmigrant visa reciprocity agreements to ensure that they are, with respect to each visa classification, truly reciprocal insofar as practicable with respect to validity period and fees, as required by sections 221(c) and 281 of the INA, 8 U.S.C. 1201(c) and 1351, and other treatment.

Donald Trump to ride Beast to inauguration

US President-elect, Donald Trump's Cadillac One, will be debuting on the Inauguration Day, Friday, January 20.

Trump's Cadillac One limousine was manufactured by General Motors who were paid a total of $15million to develop the vehicle.

The new beast which is expected to look like a Cadillac Escalade sedan, but with an elongated frame, will replace the fleet of approximately 12 cars that carried President Barack Obama.

This new beast will be more impressive than some of the past 'beasts' used by his predecessors.

The Cadillac will be equipped with weapons including tear gas cannons, a shotgun, and even bottles of the President-elect's blood type in case of emergencies, reports said.

Army fighter jet misfired, civilians and others shot

The Army said a fighter jet had misfired and shot some humanitarian aid workers and civilians.

The affected workers  have been identified as the workers of International Committee of Red Cross (ICRC), the Medicines Sans Frontiers and some civilians in Kala Balge in Borno during an operation.
Maj.-Gen. Lucky Irabor, the Theatre Commander of Operation Lafiya Dole, disclosed this during a press briefing on Tuesday in Maiduguri.

Oil production, Nigeria reclaims position

Nigeria has finally overtaken Angola to reclaim the position as
Africa’s top oil producer after the latter had held the position for
seven months.

Angola had led with 1.7 million barrels produced per day which
was above Nigeria’s 1.5 million barrels.

According to the Organisation of Petroleum Exporting Countries
(OPEC) December 2016 Monthly oil Market report (MOMR), crude
oil production from Nigeria surpassed Angola’s production.

This is happening even before the planned cut in crude oil
production agreed by OPEC and non-OPEC producers.

Nigeria overtakes Angola as Africa's top oil producer
Angola’s production is expected to be cut by 78,000 barrels per
day in an agreement which was agreed in late 2016.

Nigeria’s takeover of Angola is by 94,000bd as information from
primary sources in the MOMR stated that Nigeria produced
1.782mb of oil as against Angola’s 1.688mb.

Acording to OPEC’s December MOMR, “A new OPEC-14
production target of 32.5mb/d as per 1 January 2017 represents
a reduction of around 1.2mb/d from October production levels.”

Nigeria lost its place to Angola earlier in 2016 following attacks
on oil and gas installations in the Niger Delta region which
affected the country’s output.

The notorious Niger Delta Avengers finally agreed to a cease fire
later in the year following the appointment of Chief Edwin Clark to
negotiate on its behalf.

The federal government launched a military operation in the
region tagged Operation Crocodile Smile to put an end to
militancy while President Muhammadu Buhari also met with the
Clark-led group where he was presented with a 16-point agenda.

Suspects in the Kim Kardashian robbery ordeal have arrived at a
Paris police station as it emerged three women were among
those arrested in dawn raids.

Lieutenant Thokozile Muwamba makes history in Zambia

24-year-old Second Lieutenant Thokozile Muwamba has
made history in Zambia as the country’s first female
fighter pilot to be accepted into the male dominated
area of the military.

After joining the military in 2012, Muwamba was
fortunate to be part of the Zambian Air Forces
programme to train female pilots who will bridge the
gender gap in the field.

“Men are not a competition but counterparts that one
should work with, and hence women should begin to
participate and realise their abilities. Because of this
understanding, I am ready to undertake this task ahead
of me,” she told local media Times of Zambia last
week.

“I look at the fact that when I am in the aeroplane, the
aircraft knows no sex as it depends on my input even if
I am a woman. I can also give it the right steering for it
to respond correctly,” Muwamba added.

“ Impossibilities can be made possible as
long as one was determined to attain one’s
goal. ”

The Zambian Air Force commander Lieutenant General
Eric Mwaba Chimese announced in 2015 their decision
to introduce female pilots to boost the fight for gender
equality in Zambia.

According to Brigadier-General Kapungwe, who is the
commander of the ZAF base in Mumbwa, having
Second Lieutenant Muwamba as the first female fighter
pilot is a clear illustration that women were progressing.
“We want to see more women in the country to become
fighter pilots in future,” the paper quotes him.

Second Lieutenant Thokozile Muwamba quit as a first-
year student at the Copperbelt University (CBU) to join
the military and pursue her dream career of being a
pilot.

She owed her success to hardwork, determination and
inspiration from her family and instructors.

“Impossibilities can be made possible as long as one
was determined to attain one’s goal,” she advised other
women.

Africa has only a few female pilots especially in the Air
Force.

Nigeria decorated its first female pilot, Flying Officer
Blessing Liman, in 2012. Liman was apparently the first
female military-pilot in West Africa at the time.

Detailed story: Leadership crisis in Edo APC

There is currently tension in the Edo State All Progressives Congress (APC) following the leadership crisis within Oredo Local Government Area which led to the last week remand of the state Youth Leader of the party, Comrade Osakpanwa Eriyo in prison by the magistrate court in Benin.

Sadly, Oredo is the local government council of the state governor, Godwin Obaseki and some other powerful leaders of the APC in the state including the state Secretary of the party and Obazulu of Benin Kingdom, Chief Osaro Idah, Lawrence Orka, immediate past Chief of Staff to the governor, Patrick Obahiagbon, Rasaq Bello-Osagie, former Speaker of the House and Ambassador Designate, Uyi Igbe, Rev. Mike Egharevba, Prince Austin Eweka, Osaro Obaze, Mrs Adams and many others.

This is the first major crisis in the council confronting the governor in his own backyard. The battle for the soul of the party is between the state youth leader of APC, Comrade Eriyo and Chief Osaro Idah who is backed by the entire leaders of the party in the council including Governor Obaseki. Osakpanwa has his list of party executives in the council while Chief Idah has his.

Background of the crisis
Apart from being the state Youth leader of the APC, Comrade Eriyo is the state chairman of the Road Transport Employers Association of Nigeria(RTEAN) and one of the fearless youths in the state who embraced APC from its inception in the state. He is regarded as one of the immediate past governor Adams Oshiomhole’s top field soldiers in Edo South. Having been empowered by the past administration, he built a political empire for himself controlling over 30,000 youths across the state whom he empowered. He is therefore regarded as a god father to many of them. It was not surprising therefore that he was pushing for the control of the party in Oredo. The party in Oredo was factionalized prior to the governorship primaries of the APC.

Though majority of the leaders including Osakpanwa agreed to back Obaseki, but they have differences in terms of the leadership of the party in the council. That was why Chief Idah who knew that the former Chief of Staff to Oshiomhole, Patrick Obahiagbon (Igodomigodo) was a neutral person in the power play, got him to convene a meeting of the leadership of the party in Oredo so that they can all speak with one voice to ensure victory for Obaseki.

That was how Igodomigodo became the convener of the Leadership Forum under the supervision of Chief Idah who is the state Secretary of the party and they succeeded in bringing all the factions together. The Forum believed that Osakpanwa cannot be the leader of the party when the state Secretary of the party, Chief Idah is from the local government.
And their fear is that if allowed, Osakpanwa with his wealth and political influence, is capable of anointing a commissioner and the chairman of the Local Government whenever Obaseki decides to hold Local Government election. They therefore resolved to stop him. Initially Osakpanwa who believed that this Forum might thwart his ambition to become the leader of the party in the Local Government, did not welcome the idea of the meeting but he later started attending when he found out that their candidate, now governor Obaseki had embraced the group.

That was how the leaders temporarily pushed the leadership battle aside to go for the primaries which Obaseki eventually won. In unison the leaders worked assiduously to ensure victory for Obaseki at the general election. Ensuring victory for Obaseki in his own backyard was very critical to the overall result of the election, especially when they have it at the back of their minds that the PDP candidate, Pastor Osagie Ize-Iyamu’s ancestral home is in Oredo Local Government and therefore has his supporters there.

However, on the 23rd of December, 2016, when Governor Obaseki invited Edo South APC leaders to Government House for a leadership meeting, two list of Executives emerged from Oredo. Chief Idah presented one list which was accepted by the meeting while the one presented by Osakpanwa was rejected and that was why Osakpanwa’s loyalists were stopped from entering that meeting.

Hell was then let loose when his loyalists stormed Government House insisting that they must enter the meeting. It was in that state of confusion that Osakpanwa was alleged to told Chief Idah in anger that he will be killed the way his father, Late Chief Idah was murdered. He was alleged to have also threatened the Chief Security Officer (CSO) to Obaseki, Mr Haruna.

He however denied these allegations saying he was being framed up by the party just to rubbish him. During the pandemonium on that day, it was learnt that some of the cows and rams which the governor bought as Christmas gift to party leaders were carted away by the rampaging youths. Obaseki was said to have felt insulted with the entire episode, particularly when he was being accused of masterminding the humiliation of Osakpanwa after supporting him to win the governorship election.

But the leaders argued that support for the governor should not translate into insulting a sitting governor. It was alleged that even after the Government House saga, Osakpanwa attended a meeting at the residence of the chairman of the party in Oredo, Dr Okoro the next day, where they were said to have equally made some unfriendly comments.
It was consequent upon this alleged threat that Chief Idah petitioned the Police alleging threat to his life. Chief Idah’s petition is understandable because the brutal murder of his father in 1992, is one of the high profile assassinations in the state which the killers are yet to be found. His late father was then the chairman of Oredo Local Government Area and one of the powerful politicians in the state then. However, the political tension in the state heightened after Osakpanwa was arrested by the police on the 27th December, 2016 with other party leaders in Oredo.

Over 20,000 youths thereafter invaded the state Police Command demanding his release. Osakpanwa was said to have attempted suicide at the Police Command when he used a broken bottle to cut his body with blood flowing freely before the police held him while he cursed Governor Godwin Obaseki whom he accused of being behind his travail. Amidst tight security, the police was able to whisk Osakpanwa to the magistrate court along Sapele Road at about 3pm last week Thursday 29, December 2016.

He was arraigned with another chieftain of the party, Sunday Osagbona, for alleged conspiracy and attempted murder of Chief Idah. When Eriyo was brought to court, he yelled at the police demanding why he was in handcuff when he was not a criminal. He said, “why are you charging me for attempted murder, did I kill anybody, I am not a criminal, the governor is only trying to oppress me, I have not done anything”. The pleas by their Counsel, Usunobun Evbayiro, that they should be granted custody in the police cell due to their ill health were rejected by the Magistrate.

But the presiding Magistrate, M.C Ojobo said she lacked such powers and that prison custody was the proper place to remand them since there are health facilities at the prisons. She said she lacked jurisdiction to entertain the matter and ordered the case file to be sent to the Department of Public Prosecution for legal advice. The matter was then adjourned to January 13, 2017 for mentioning.

However, Saturday Vanguard learnt that the leader of the party in the state and immediate past governor, Comrade Adams Oshiomhole has waded into the matter while Osakpanwa is currently cooling off in the prison. It was equally learnt that Oshiomhole who has been on holidays was not happy with the alleged threat on the life of Chief Idah and attempt to insult the sitting governor.

It was learnt that the former governor has been consulting with the leadership of the party to find an amicable resolution of the matter so as to avoid unnecessary division in the party. The former governor who was able to manage this sort of party crisis effectively during his reign is aware that the PDP is celebrating this seeming crack and he is determined to disappoint them once again.

However, the crisis is causing anxiety in the party particularly when the result of the governorship election is still being contested at the governorship election Tribunal by the PDP. That is why the party leaders believe that though Osakpanwa should be tamed but they must also be careful about the future of the party especially now that Governor Obaseki has stopped these youths who are staunch supporters of APC from collecting any form of revenue.

From the result declared by INEC in Edo South, it shows clearly that it is not yet uhuru for the APC and any attempt to mishandle the crisis in the party in Oredo which is the biggest Local Government Area in the state may spell doom for the party.

The former president of Iran, Hashemi Rafsanjani, has died aged
82, according to Iranian state media reports.

Mr Rafsanjani, who led his country from 1989 to 1997, suffered
a heart attack in Tehran.

A leading figure in Iran since before the over-throw of the Shah
in the 1979 revolution, Mr Rafsanjani often played kingmaker.

He supported current president Hasan Rouhani, who has been in
office since 2013.

Under Mr Rouhani's presidency, Iran signed a deal with the US in
2016 that curtailed its nuclear ambitions in exchange for an
easing of sanctions that brought an end to more than 30 years
of frosty relations with the West.

Analysts say Mr Rafsanjani's death could be a blow to Mr
Rouhani, who faces re-election in May.

A senior Iranian official described Mr Rafsanjani as "a very
competent manager and a seasoned politician".

Mr Rafsanjani was also head of the Expediency Council, a body
that advises Supreme Leader Ayatollah Ali Khamenei.

point and competition from rivals increases, Apple reports
iPhone sales drops in each of the first three quarters of the
year.

This includes the first revenue drop for the company since the
iPhone first launched in 2007. However the one billionth iPhone
is sold during the year, and a new four-inch phone, the iPhone
SE is launched.

Then in September the iPhone 7 and 7 Plus are announced, with

Among prominent Igbo politicians and leaders who attended the
meeting were: Senators Bob Nwanunu and Chris Adighije, who
was the chairman at the meeting.

Others were: Chief Tony Ukasanya, former PDP state chairman;
Chief Sam Nkire, APC BoT member; Donatus Nwamkpa, APC
state chairman; Benedict Godson, APC state publicity secretary;
Ralph Egbu, former Secretary to the State Government (SSG);

Kalu while insisting that referring to the APC as Hausa party is a
misconception also noted that under the ruling party, an Igbo

Muhammadu Buhari; the possibility of an Igbo man becoming the
President of this country is brighter in the APC than in any other
party including the PDP.

“When we formed the PDP, some people were saying it was
Hausa party as they are saying of APC now, but it was the same
PDP that produced former Presidents Olusegun Obasanjo and
Goodluck Jonathan who are Southerners,” the ex-Abia governor,"
added.

Consequently, Kalu called on all his political associates, to join
APC and work in their various political wards, to ensure the party
win all the seats in the 2019 general elections.

Meanwhile, Orji Uzor-Kalu who on Tuesday, January 3, visited the
parents of the leader of the Indigenous People of Biafra (IPOB)
Nnamdi Kanu discussed the need for the release of Kanu with
His Excellency Eze I. O Kanu and his wife Ugoeze Sally Kanu.

However, sources within the family said Uzor-Kalu’s visit to the
palace of Eze Kanu was met without much difference from the
reply the former governor got from the IPOB leader in Kuje.

14th child from 14 different father's, a story to read

A 36-year-old Michigan woman, Anita Sullivan Jones, has set a
new world record by giving birth to her 14th child from her 14th
husband.

Infamous Tribune reports that Ms Jones has been listed in the
Guinness Book of World Records after giving birth at the Harper
University Hospital on Tuesday, February 16. She is sad to be the
first woman in the world to have children by more than thirteen
different men.

“I’m extremely proud to have broken a World Record,” Ms. Jones
told reporters. “My mother always told me that I was lazy and
worthless, and that I would never accomplish anything in my life.
Now, I’ve shown everyone that she was wrong, and that I can
even be the best in the world when I put my mind to something.
In fact, I’ve just accomplished something that no one had done
before!”

Anita Jones says she’s been unlucky with relationships in the
past, but she believes that this time she may have found the man
of her life.

“I’m good at having babies, but I’m really awful when it comes to
picking the fathers of my children. This time, however, I think I’ve
learned from my past mistakes. Ramón isn’t like all the jerks I’ve
dated before. We’ve been together for almost a year and a half,
and I really believe it could work between us.”

Jones’ thirteen other children looked really happy to meet their
new sibling at the hospital. They were also said to be filled with
joy for their mother, who against all odds had broken a Guinness
World Record, and posed happily for the 2017 edition of the
book.

After their meeting with Ms. Jones, the representatives of
Guinness opened a second investigation concerning the record
for the number of child support pensions received by one
person. The Detroit native is already the beneficiary of pensions
paid by 11 different men, and is involved in two other custody
cases, which should proceed before the family court over the
next two months.

The investigation should be over by the month of March 2016,
and Guinness will then be able to tell if Ms. Jones holds a
second World Record or not.

Diezani’s $153m: big names in trouble

EFCC have questioned two former GMDs and three former EDs
of the NNPC over their roles in the transfer of $153m to some
banks

- Meanwhile, the EFCC has begun the process of seizing a estate

Operatives of Nigeria’s anti-graft agency, Economic and Financial
Crimes Commission (EFCC) have questioned two former Group
Managing Directors (GMDs) and three former Executive Directors
(EDs) of the Nigerian National Petroleum Corporation (NNPC) over
their roles in the transfer of $153m to some banks .

According to a report by The Nation, One of the former executive
directors is said to have admitted playing a role in the transfer of
the money.

An EFCC source who was quoted in the report said the five ex-
officials and a few others had been quizzed in connection with
the transfer of the funds.

“We are however not stopping at this bend because we
discovered that some of these officials were used for many illicit
transactions,” the source said.

“By the time we extend our investigation to crude oil lifting, you
will appreciate the sleaze during the tenure of Diezani as minister
of Petroleum Resources. A syndicate was used to perpetrate the
fraud in the oil firm.”

An NNPC source also confirmed the interrogation of the former
officials.

“This corporation is following the development. The EFCC is on
top of the $153million palaver; it has actually been inviting some
of our past officials for questioning.

“The good thing is that some of these former officials are still on
NNPC’s pension roll. They can be recalled at any time for
clarification of some issues.

“Our board is meeting on the $153million saga and other matters
on January 30. What we are doing now is to get the proceedings
of the Federal High Court of Friday. We have a very articulate
Legal Department which will study it.

“NNPC is a corporation with a board and a chairman. The legal
advice will determine our next step after the board’s meeting.
“If the court indicts any former officials, the corporation can still
exercise disciplinary control on them.”

Meanwhile, the EFCC has begun the process of seizing a estate
in Yenagoa , which was traced to Mrs Alison-Madueke.

“Since we recorded the breakthrough, our legal unit has been
working round the clock on how to seek the nod of the court for
a temporary forfeiture order.

“We have obtained relevant data from Bayelsa State Geographic
Information System. As a matter of fact, the estate is coded as
BGIS/OK/02/16/310 by the agency.

“We will file the required application for the seizure of the estate
pending the arraignment and the conclusion of the trial of the ex-
Minister. This is a standard benchmark allowed by the law. We
are certainly heading for the court," an EFCC spurce said.

Sections 26 and 29 of the EFCC Act read in part: “Any property
subject to forfeiture under this Act may be seized by the
commission in the following circumstances- (a) the seizure is
incidental to an arrest or search; or (b) in the case of property
liable to forfeiture upon process issued by the Court following an
application made by the Commission in accordance with the
prescribed rules.

“Whenever property is seized under any of the provisions of this
Act, the commission may-(a) place the property under seal; or
(b) remove the property to a place designated by the
Commission.

“Properties taken or detained under this section shall be deemed
to be in custody of the Commission, subject only to an order of
a Court.”

Sections 28 and 34 of the EFCC (Establishment Act) 2004 and
Section 13(1) of the Federal High Court Act, 2004 empower the
anti-graft agency to invoke Interim Assets Forfeiture Clause.

Fleur Pellerin : from grass to grace

Fleur Pellerin has overcome both racism and sexism to find
success in con-servative French political and business circles. At
the invitation of Common-Wealth Magazine, she will make her first
visit to Taiwan in January to take part in the 2017 CommonWealth
Economic Forum.

Fleur Pellerin, a prominent figure whose life spans two nations,
one the land of her birth she has barely known, the other the
country in which she was raised, is the highest-ranking female of
Asian descent to have served in the French government, as well
as the head of a 100-million euro tech venture fund.

Yet people are invariably more interested in hearing about her
background than her talents and capabilities.

Born in Seoul, South Korea in 1973, Pellerin was abandoned as an
infant. At the age of six months, she was adopted by a French
couple. A graduate of the prestigious École nationale
d'administration (ENA), she handled society and digital economy
policy issues for François Hollande during his successful run for
the French presidency in 2012.

That same year, Pellerin became a junior government minister for
small and medium-sized enterprises, innovation and the digital
economy at the age of 39, making her France’s first Cabinet-level
minister of Asian descent.

“Do you really know why you were appointed? Because you’re a
minority? Because of your looks? Because yours is a successful
adoptive family story? Because France wants to make a nice
gesture towards Asia? Or because of your abilities?” Such was
the barrage of questions posed by a male host at the start of an
interview with Pellerin. Clearly, the conservative-leaning,
predominantly white male French political scene was unprepared
to embrace diversity.

In early 2014 she initiated La French Tech, a program aimed at
turning France into fertile ground for startup enterprises. With 200
million euros in French government funding, it designated 13
technology clusters in and around cities such as Paris, Marseille,
and Lyon, and assisted startup businesses with overseas
marketing and promotion.

“The next Google will emerge in France,” she asserted. “As the
digital wave rises, startup enterprises can help stimulate the
French economy and society’s digital transformation, making us
not just consumers but creators.”

The program has so far reaped modest results. According to
market research firm CB Insights, La French Tech ecosystem
grew by 1.39 billion euros of new investment in 2016, second in
all of Europe after only the United Kingdom at 3.13 billion euros,
and exceeding Germany at 1.26 billion euros.

Pellerin became Minister of Culture later in 2014, most notably
playing an instrumental role in the amendment of the country’s
labor law regarding the regulation of professionals in the
performing arts. As a result, the French treasury now saves
around 90 million euros per year.

French labor laws include a special article concerning performing
arts extras (intermittent du spectacle) that allows for out-of-work
cinema, television and theater workers to collect unemployment
payments. The regulations governing these workers are seen as
generally more lenient.

France has around 200,000 professionals in the performing arts.
In recent years, squeezed by financial deficits and budget cuts,
the government progressively raised the unemployment
qualification threshold for performing arts professionals, sparking
protests by workers in the field.

In late 2015, Pellerin was tasked with communicating this difficult
issue to facilitate positive dialogue between the performing arts
union and the government. Although she had left her position as
minister of culture by the time an agreement was finalized in late
April, a French government insider close to the talks says
Pellerin’s contribution was in fact the key to its success.

From Politics to Entrepreneurship

In July of 2016, Pellerin left public service to found Korelya
Capital, a venture fund established to promote Korean investment
in emerging French tech startups and in turn assist their entry into
the Asian market. In September, she secured 100 million euros in
seed funding from the Naver Group, Korea’s largest Internet portal
and parent company of co-investor Line, a popular messaging
application.

Following is our exclusive interview with Pellerin:

CommonWealth (CW): France is known for its extensive out-reach
of culture. How should the way we approach culture and cultural
policies evolve with time

Pellerin: In my opinion, a good cultural policy should tackle two
main issues these days.

First, the issue of access to culture, or in other words, of the
“democratization” of culture. In many countries, access to culture
remains the privilege of select social classes because children
inherit and replicate the habits and practices of their parents.
When I was Minister of Culture in the French government, it was
unacceptable to me. I consider that access to culture and
education has a huge impact on the quality of democracy in
modern societies. To become enlightened citizens, people need
to develop a critical mindset as well as analysis abilities that can
be enhanced by the knowledge of past history and the
understanding of present challenges. I think that cultural policies
should aim at providing all citizens, whatever their social
background, equal access to that sort of skills. I am also
convinced that culture is the cement of a secular society. In
times of religious revival, reaffirming that the social contract is
based on a common historical heritage (our “culture”) as well as
on a common political destiny is critical to maintain social
cohesion.

Second, the issue of digitalization is also key. With the revolution
of the internet, access to culture and knowledge is dramatically
different from what it was twenty years ago. On one hand, it
allows for a broader and more massive access, but on the other
hand, it also induces a mainstreaming of culture. In that context,
how can we promote cultural diversity? How can we make sure to
maintain the expression of local and original creativity?

These are, I think, the main challenges cultural policies are faced
with today.

CW: What contributed to the "La French Tech" initiative in 2014?
What changes have you witnessed as a result of it and what
makes you most proud?

Pellerin: When I was appointed Minister for SME’s and innovation
and the digital economy, I realized that the French tech scene
was highly vibrant but lacked consistency and international
visibility. Lots of actors were working on interesting projects,
without talking to each other and with little acknowledgment from
Government. We needed to gather them under the same banner.
We called this movement the French Tech, to position France on
the map of innovation and technology. Also, I was convinced that
it was urgent to apprehend the tech scene as an ecosystem, and
to tackle many different issues in a holistic manner in order to
really boost digital economy. Among these issues were:
promoting entrepreneurial spirit in education and training, deal
with the “death valley” of financing (not enough late stage funds),
work on a European Nasdaq to have better exit perspectives,
create a better tax environment for entrepreneurs, angels,
investors etc… Today, I am very proud that this initiative is known
throughout the world and helps French companies to expand
abroad but also that the general mindset of the political and
administrative personnel is more open and positive about digital
economy.

CW: What or who motivated you to run Korelya Capital and how
does it choose which kind of startups to support? Why does
Naver invest in Europe?

Pellerin: I met Hae-Jin Lee, founder and chairman of Naver, in
2015. We both share the same long-term vision of the digital
transformation of the world and of such matters as international
tax, digital sovereignty and level playing field issues. When I left
Government in 2016, I had more time to think and to travel. I
went back to Korea. It became clear to me that I wanted to
launch a Venture Capital fund that would bring more than just
money to startups. By joining forces with Naver and its subsidiary
Line, we provide entrepreneurs with the invaluable experience of a
global success story, key technologies and market access in
Asia. At that same time, Naver and Line were seeking for new
opportunities for global market expansion. With my partners at
Korelya Capital in Paris, we aim at identifying and developing high-
potential French and European start-ups in key Internet fields such
as: Artificial Intelligence, Big Data, Machine Learning, Deep
Learning, Mapping and E-services.

CW: How can culture and technology complement one another?

Pellerin: One should not oppose culture and technology. On the
contrary, digitalization is an unprecedented opportunity for artists
and creators to gain access to a huge public, or for people to
have an easier access to knowledge and culture. Now, as I said
before, digitalization also brings about some threats:
mainstreaming, uniformization, and also a dramatic change in the
value chain of creative industries (with less revenues for creators
and more for platforms). For political leaders, a big challenge is
therefore to make sure that technology doesn’t kill cultural
diversity.

CW: What do you know about Korea's startups/cultural/tech
communities? What interests you about Korea?

Pellerin: I left Korea 6 months after I was born, to be adopted by
a French family. I returned to Seoul for the first time in 2013, as
a Minister. It was a very powerful and emotional experience. I
became fascinated by this country, its people, its culture and I
now want to learn the language. After a dozen trips, I think France
and Korea have a lot in common, even if it’s not very intuitive in
the first place.

Then Korea’s IT companies are among the most innovative in the
world. Naver and Line are two unique success stories that prove
it and I am sure we can build very strong cross border synergies.
I must also confess that I love Korean Norebang

CW: What do you know about Taiwan's startups/cultural/tech
communities? What interests you about Taiwan?

Pellerin: Everybody is telling me about the dynamism and potential
of the Taiwanese tech scene, so I am very excited to see it by
myself !

Gambia: US asks citizens to leave amid political uncertainty

The United States (US) has asked its citizens in the
Gambia to leave the tiny West African country which is
currently in a state of political uncertainty.

The uncertainty is a result of the refusal of president
Yahya Jammeh to handover executive power after
losing the December 1 presidential elections as per the
results declared by the Independent Electoral
Commission (IEC).

The US embassy in Banjul, called a meeting of citizens
on Friday January 6, at which the directive was issued.

Jammeh’s party, the Alliance for Patriotic Reorientation
and Construction (APRC) on December 13 filed an
election petition in the Supreme Court. The first hearing
of the case is scheduled for January 10, 2017; nine
days to the investiture of Adama Barrow – the
president-elect.

The Army have pledged allegiance to Jammeh in the
midst of the impasse. The opposition coalition insist
that they are going ahead with plans for Barrow’s
inauguration.

Jammeh has dismissed a regional mediation effort by
the Economic Community of West African States
(ECOWAS) describing it as ‘biased.’

ECOWAS to discuss Gambia in Ghana
Garba Shehu, the spokesperson of the Chief Mediator in
the Gambian crisis, Nigerian President Muhammadu
Buhari, disclosed that leaders of ECOWAS will discuss
the political crisis.

“Shortly after the inauguration, the leaders will be
meeting on the crisis in The Gambia. A major decision
on the impasse is expected to be taken at that all-
important meeting,” Shehu was quoted by local Nigerian
media Vanguard.

Majority of ECOWAS leaders are attending the swearing
in ceremony of Ghana’s new president, Nana Addo
Dankwa Akufo-Addo on Saturday. The co-mediator in
the Gambian crisis is outgoing president of Ghana John

Give us social amenities, Lepers demand

Lepers in Sabon - Gari, Demsa Local Government Area of
Adamawa State have appealed to the state government to
provide them with social amenities .
The lepers complained on Saturday that the area required link
road, schools , electricity and potable water .
Mr Benos Sagba , State Vice Chairman , National Association of
People Living with Leprosy, made the appeal on behalf of the
community in an interview with the News Agency of Nigeria .
He urged Gov . Muhammadu Jibrillah to assist the leprosy
resettlement centre with social amenities , as it has been

Justice Muslim Hassan of the Federal High Court in Lagos
has ordered the temporary forfeiture of the sum of
$153 , 310, 000 , which a former Minister of Petroleum
Resources , Mrs. Diezani Alison- Madueke , allegedly siphoned
from the Nigerian National Petroleum Corporation and stashed
in three banks in the country .

Out of the allegedly stolen $153 . 3m , a sum of N 23 , 446,
300 ,000 was kept in Sterling Bank Plc , N 9, 080, 000, 000 in
First Bank Plc and $5m in Access Bank Plc .

After ordering the temporary forfeiture of the monies to the
Federal Government on Friday, Justice Hassan gave Sterling
Bank and any other interested party 14 days to appear before
him to prove the legitimacy of the monies, failure of which the
funds would be permanently forfeited to the Federal
Government.

The judge made the order in favour of the Economic and
Financial Crimes Commission which appeared before him on
Friday with an ex parte application seeking the temporary
forfeiture of the funds .

In a nine - paragraph affidavit filed in support of the ex parte
application, an EFCC investigator , Moses Awolusi , claimed that
the anti- graft agency discovered through its investigations how
sometime in December 2014 Diezani, in collusion with a bank
chief executive , hatched the plan on how a cash sum of
$153 , 310, 000 would be moved from the NNPC .

According to Awolusi , Diezani instructed the bank boss to
ensure that the money was “neither credited into any known
account nor captured in any transaction platforms .

Awolusi said the deal was accepted and implemented , leading
to the movement of $153 , 310, 000 from NNPC .

He said two former Group Executive Directors of Finance and
Account of NNPC , B . O . N . Otti and Stanley Lawson, helped
Diezani to move the cash from NNPC , Abuja to the
headquarters of Fidelity Bank in Lagos .

Awolusi said in a desperate bid to conceal the source of the
money , the Country Head of the bank, Mr . Martin Izuogbe,
was instructed to take $113 ,310 , 000 cash out of the money
to the Executive Director, Commercial and Institutional Bank,
Sterling Bank Plc , Lanre Adesanya , to keep.

He said the remaining $40 m was taken in cash to the
Executive Director , Public Sector Accountant , First Bank,
Dauda Lawal, to keep.

The investigator said out of the $ 113, 310 ,000 handed over to
Adesanya , a sum of $ 108, 310 ,000 was invested in an off
balance sheet investment using Sterling Asset Management
Trustees Limited.

He said the $108, 310 , 000 was subsequently changed to N 23,
446 , 300, 000 and saved in Sterling Bank.

Awolusi said the EFCC had recovered the N 23. 4 bn in draft
and had registered it as an exhibit marked , EFCC 01.

The investigator said the EFCC had also recovered another
$5m out of the money kept with the MD of Access Bank Plc ,
Mr. Herbert Wigwe.

He said the $ 5m was recovered in draft and had been
registered as an exhibit marked , EFCC 02 .

According to him , First Bank ’s ED , Lawal, had converted the
$40 m kept with him to N 9, 080 , 000, 000 .

Awolusi , however, said the EFCC had recovered that also in
draft and registered it as Exhibit EFCC 03.

Moving the ex parte application on Friday, the EFCC lawyer ,
Mr. Rotimi Oyedepo , urged Justice Hassan to order the
temporary forfeiture of the funds to the Federal Government
and to order Sterling Bank and Lawal, who were joined as
defendants in the application, as well as any other interested
parties , to appear in court within two weeks to show cause
why the funds should not be permanently forfeited to the
Federal Government.

Oyedepo, who said the application was brought pursuant to
Section 17 of the Advance Fee Fraud and Other Related
Offences Act No. 14, 2006 and Section 44( 2)(‘) of the 1999
Constitution , said granting the application was in the best
interest of justice.

After hearing him out, Justice Hassan granted the order and
adjourned till January 24, 2017 for the respondents to appear
in court to show cause why the funds should not be
permanently forfeited to the Federal Government.

at the Independence Square in Accra to witness the momentous
swearing-in of Nana Addo Dankwa Akufo-Addo as the fifth

The victorious party, New Patriotic Party (NPP) and its many
supporters from across the country, are glued to their television
sets, while others are in attendance at the square.

Thousands of enthusiastic supporters and well-wishers of Ghana
are watching the historic ceremony live on various social media
platforms.

The program was set for 10 a.m. and has begun, with many
heads of state, including President Muhammadu Buhari arriving
this very moment at the square.

The ceremony is set to host heads of state and Government
from Togo, Gabon, Liberia, Cote d’Ivoire, Zambia, Benin, Nigeria,
Equitorial Guinea, Guinea and Ethiopia.

Thirteen other countries are expected to send representatives who
will be joined by about 6,000 foreign dignitaries at the event
where Ivorian President Alhassan Outtarra is the special guest of

Pastor Adeboye, on Saturday named a new General Overseer
(GO), Pastor J.O Obayemi, as his his successor, ahead of his
75th birthday on 2 March.

The new GO is Pastor Joshua Obayemi was appointed the
new GO at the Annual Ministers Thanksgiving at Shimawa, in
Ogun State.

The newly appointed GO was the former Special Assistant to
the General Overseer (SATGO) on Finance.

Adeboye also appointed Pastor Johnson Odesola, who was
the Special Assistant on Administration and Personnel, as the
church Secretary Pastor Adeyokunnu as church Treasurer.

Adeboye was born on March 2, 1942, in Ifewara, Osun State.
Pastor Adeboye had his B.Sc. in Mathematics at University of
Nigeria Nsukka, and subsequently got his PhD in applied
mathematics from the University of Lagos, and worked as a
lecturer in Mathematics at the universities of Lagos and Ilorin,
before going into full time priesthood in 1984.

After joining the RCCG in 1973, he began working to translate
the sermons of its then Pastor and founder, Rev. Josiah
Olufemi Akindayomi, from Yoruba into English.

In 1981, Adeboye was appointed General Overseer of the
church.

He took over from Papa Akindayomi, who had died the
previous year.

For three years he performed the role part-time, still lecturing
at Ilorin.
He finally gave up his university position to preach full-time.
The church, which was not well known prior to Adeboye’s
ascendance has grown phenomenally, to become Nigeria’s
biggest, with branches globally in about 190 countries,
including more than 14,000 in Nigeria.

Adeboye has stated that his aim is to put a church within five
minutes of every person on Earth.

He married Adenike, now 68 in 1967. She was born on 13th
July 1948.

At least 30 inmates killed and mutilated in Brazil prison

At least 30 prisoners have been murdered in a jail in the far north
of Brazil, marking a worsening security situation in Brazil as rival
drug gangs fight for control of the lucrative drug trade.

Media in Roraima state carried shocking images of a pile of
mutilated corpses, some missing limbs and heads, and even a
heart, on a bloodstained corridor floor of the prison in Boa Vista,
the state capital. Mutilations and decapitations are common in
Brazil’s medieval and overcrowded prison system, where drug
gangs rule.

“It is a barbarity,” said Francilene Vargas, an officer from the
Roraima narcotics department who had seen the scenes inside
the prison after the incident in the early hours of Friday morning.
The killing spree came five days after a massacre at a prison in
Manaus , in which 56 prisoners were killed. Four more were killed
in a nearby institution on 2 January.

The Manaus violence was blamed on a battle between two drug
gangs – the Manaus-based Northern Family (FDN, in its
Portuguese acronym) and São Paulo’s First Capital Command
(PCC), the most powerful gang in Brazil. Authorities in Manaus
said the FDN had attacked and killed members of the PCC, along
with a few other prisoners.

One image from the Boa Vista prison showed a phrase written in
blood on the tiled floor that read, “The PCC are in charge here.
Blood is paid for with blood”, raising fears that the incident was a
revenge attack for the Manaus massacre.

Vargas said it was too early to say if this was the case. “Bodies
are still being counted,” she said. “We know there are a
considerable amount of bodies, and we are investigating the
relationship with what happened in Manaus.”

Vargas said the PCC was the dominant drug gang in Roraima’s
prisons, which indicated it had “the bigger command” of the
overall drug trade.

“The Northern Family has few members [in Roraima],” she said.
“What we perceive is that the commanders in other states are
arriving here and there are orders from other states being
followed here.”

Uziel Castro, the Roraima state secretary for justice and
citizenship, said PCC prisoners had attacked other inmates who
were not linked to any drug gang.

“What happened was an isolated action by members of the PCC
– a criminal organisation that exists in the prison system –
against people who were not from any faction,” he said.

According to police, the FDN has become increasingly powerful in
the Amazon as it seeks to dominate the area’s drug trade. It has
been fighting the PCC for control of drug routes from Peru and
Colombia, down the Solimões River to Manaus, a major city, and
on to Europe.

Complicating further Brazil’s tenuous security situation, the PCC
broke last year with its long-time rivals, Rio’s Red Command –
Brazil’s second biggest gang – who have now allied with the
FDN.

Carlos Ramos, a police corporal and communications coordinator
for its Association of Firefighters and Military (or street) Police,
said security sources in the state believe that only a few FDN
members at most died in the killing. Most worked in the kitchen
area.

“As they couldn’t get into other wings to do the massacre, they
did those they could reach. They just executed for the sake of
ease,” he said. The killing came in response to a general order
from PCC bosses, he said.

Ramos said prisoners circulated freely inside their respective
wings in the overcrowded prison, which is filled to twice its
capacity, according to media reports.

“Even when the cells are locked, they know how to open the
locks,” he said. “Locks are a toy for them.”

Brazil’s president, Michel Temer, has struggled to manage the
growing prison crisis. After saying nothing for three days following
the Manaus massacre, he was ridiculed for describing it as a
“terrible accident”.

Germany's chess village hopes heritage listing proves 'leap of joy' move

T he chess players of Ströbeck have a habit of frustrating their
opponents. Throughout the ages, strangers visiting the
village in the foot of the Harz mountains in central Germany
have been confronted with a community that has not only been
steeped in the “royal game” from an unusually early age, but has
also developed its own idiosyncratic rules, including special
moves, additional pieces and cryptic commands.
“That’s the accusation this place has always had to live with,”
said Kathrin Baltzer, who manages the chess museum
overlooking Ströbeck’s village square. “Little wonder we always
win, when no one else understands how we play the game.”
For the last decade it looked as if demographic change might
spell the endgame for Germany’s only Schachdorf , or “chess
village”, but in 2017 its 1,060 inhabitants are newly confident that
their customs will continue to unsettle opponents long into the
future. Shortly before the end of last year Ströbeck’s chess
traditions were officially added to Germany’s inventory of
“intangible cultural heritage” after a Unesco recommendation to
take steps to safeguard threatened customs and traditions.
“In a region which many intelligent young people are leaving,
keeping alive our chess traditions isn’t easy,” said Baltzer. “But
the Unesco name will offer us some symbolic protection.”
According to a local legend celebrated in artworks across the
village, chess arrived in Ströbeck thanks to a nobleman who was
imprisoned in the village and taught his guards how to play in the
year 1011, only a relatively short time after the game had spread
from India and Persia to Europe.
A 17th-century manual by the scholar Gustavus Selenus first
described a Ströbeck variant of chess, which was played on a
special board with 96 squares, as opposed to the usual 64, and
featured an additional cast of figures known as “advisers”, “old
men” and “couriers”.
Also known as “courier chess”, the rules included a special move
known as the “Ströbeck leap of joy”, whereby a pawn had to
jump back to its starting position before it could be converted
into a new piece.
Other traditions irked players who passed through the village. If, in
spite of the home advantage, a Ströbeck player was about to
walk into a trap set by the visiting opponent, members of the
audience were allowed to shout out the warning “Vadder, mit Rat!”
meaning “Father, be careful” in the local dialect.
Other customs demanded that anyone who wanted to marry a
woman born in the village had to first challenge the mayor to a
game on the black and white boards.
By the 20th century, chess had come to define Ströbeck’s
identity. A glass case in the museum contains a bundle of
emergency currency notes with chess motifs, issued locally at
the height of hyperinflation of the early 1920s. One note, entitled
“fool’s mate”, shows the US president Woodrow Wilson
metaphorically checkmating Germany with the “14 points” speech
that became the basis for the treaty of Versailles.
After the second world war, when Ströbeck found itself on the
eastern side of the new border dividing Germany, the village’s
chess customs received a further boost thanks to the Soviet
Union’s own gaming prowess. “East Germany’s big brother was a
great chess nation. That helped,” said Volker Heinholdt, the
primary school’s headteacher.
Measurable success, however, remained limited. In the late
1980s the village claimed its first and only notable trophy when
one of its residents won the GDR’s speed chess championship.
When the Berlin Wall fell and the old political order with it, it was
Ströbeck’s chess tradition that proved the most stable civic
institution. At the first free council elections after reunification, the
local chess club got the largest share of the vote, beating the
Christian Democratic party into second place.
Since then, declining economic fortunes and a dwindling
population have threatened to put an end to Ströbeck’s heritage.
The local school, where chess lessons have been mandatory
from the second to fourth year since 1823, had to close down its
secondary branch in 2004 because student numbers had fallen
below the required minimum.
The village pub, where locals used to hone their skills over a
beer, now only opens sporadically for tournaments and the
annual “human chess” festival, during which Ströbeckers in
medieval dress are directed across the chequered village square
by two players perched on tennis-umpire chairs.
Local students traditionally played the pieces, but in recent years
older people have had to step in. “The school is the important
thing for Ströbeck. Without the school, our traditions will die out,”
said Lisa Försterling, one of the senior members of the chess
club.
The village mayor, Jens Müller, said he has not had to play a
game of chess against someone keen to marry a local woman
since 2011, when he won the match but let the groom off for a
€70 donation to the chess club.
Being recognised as part of Germany’s cultural heritage has
reinjected Ströbeck with optimism, said Müller, a member of the
Social Democratic party. The village’s official status could help
secure funding in the future. There are plans to seek sponsors to
manufacture new “courier chess” boards and pieces, possibly for
a new tournament using the old rules.
With a bit of luck, Ströbeck could one day even be upgraded to
Unesco’s international heritage list, unlocking further financial
support. To get there, however, it faces local competition in a
similar discipline. The town of Altenburg, famous as the
birthplace of the popular cardgame Skat, was also declared part
of Germany’s intangible cultural heritage last year.
